CHARTER TOWNSHIP OF AUSABLE Regular Board Meeting Nov. 7, 2011 “approved” CALL TO ORDER: Meeting was called to order by Kevin Beliveau, Supervisor at 5:02 pm ROLL CALL: Present: Yvette Ramsdell, Jan Baldwin, Kelly Graham, Kevin Beliveau, Mary Jo Samotis, Matthew Gary Absent: Alanda Barnes Staff Present: Mark Ritter, Superintendent, Susie Olpere, Recording Secretary Press Coverage: Karen Rouse Pledge of Allegiance recited. MEETING AGENDA: Motion was made by Ramsdell to approve meeting agenda as noted for Nov. 7, 2011, second by Baldwin. Unanimous – All in favor Motion Carried. PUBLIC COMMENTS on Agenda Items: None Approval of Consent Agenda: Motion was made by Jan Baldwin to approve consent agenda, second by Graham. Unanimous – Roll Call Vote Motion Carried. PRESENTATIONS: A) Treasurer – B) Clerk – Accounts Payable Report C) Superintendent Public Hearing: None OLD BUSINESS: A) Update on Water Main Project – Three bids were received for project – Glawe, Inc., Elmer’s Crane and Dozer, and Schaaf & Associates. The lowest bid was from Glawe, Inc. Their General Manager, Mr. Jeff Mudrooh, informed trustees of the plans and approximate schedule of work. Motion was made by Beliveau to tentatively award the water main contract to Glawe, Inc., in the amount of $275.699.10 allowing the township superintendent to formally award the contract subject to superintendent’s approval and township engineer’s approval provided the qualification and experience references regarding directional boring contractor are found acceptable and that this sub-contractor has successfully completed similar types of work within the past 5 years. Second was made by Gary. Unanimous – by Roll Call Vote Motion Carried. B) Discuss Building Authority Appointment - It was determined that there would be a conflict of interest by appoint a township board member to the position. The board suggested putting an ad in the paper for anyone of interest. Motion was made regretfully by Samotis to remove Jan Baldwin from the Building Authority appointment, second by Beliveau. Unanimous – by Roll Call Vote Motion Carried. NEW BUSINESS: A) Emergency Easement at AuSable-Huron Campground - The campground association has granted an emergency easement for access to the AuSable River and Lake Huron in the event of a water emergency situation. B) Review of the 2012 Township Schedule – Copies were given to the trustees for the 2012 schedule for various board meetings, township holidays, and dumpster dates. Motion was made by Baldwin to approve the 2012 Township Schedule as stated. Second by Graham. Unanimous – All in Favor Motion Carried C) Presentation by Mr. Miller of M & S Signs – Mr. Ritter briefed the board on the application of M & S Signs to erect a billboard which would not be in compliance with the township sign ordinance. Mr. Miller had already made a presentation to the Planning Commission to see if they would look favorably upon recommending a zoning change to accommodate their proposed billboard. Mr. Miller was contacted after that meeting and suggested that he come before the township board. If there were to be change in the ordinance language it would ultimately come down to the board’s decision. After consulting the township attorney, Mr. Ritter received correspondence which was to be reviewed with the trustees during closed session with regards to attorney/client privilege information. Beliveau made the motion to suspend the regular meeting and review the attorney’s document in closed session. Second by Gary. Unanimous – by Roll Call Vote Motion Carried. Board moved to close session. Beliveau moved to conclude the closed session and reconvene with regular board meeting. Second by Baldwin. Unanimous – by Roll Call Vote Motion Carried. BOARD COMMENTS: Mr. Gary made a motion to have the Superintendent enlist the services of a Zoning Planner to review our sign language. Second by Graham. Unanimous – by Roll Call Vote Motion Carried. PUBLIC COMMENTS: None ADJOURNMENT: Motion to adjourn made by Samotis, second by Baldwin. Unanimous – All in Favor Motion Carried.
