09/07/2004 Regular Meeting Charter Township of AuSable Meeting called to order at 7:00 P.M. by Supervisor Lamrock. PRESENT: Lamrock, Schweickert, Kopko, Gary, Beliveau, Barnes and Poland. ABSENT: None. PRESS COVERAGE: Holly Nelson. Pledge of Allegiance recited. MEETING AGENDA: Motion by Kopko, seconded by Barnes to approve the meeting agenda with the exception of removing the asterisk from FINISH LINE PARK and placing WALK PATH MAINTENANCE under New Business. All in favor, motion carried. PUBLIC COMMENTS: Paul Blumenfeld: Commented that he's celebrating a 30 year anniversary this month. He came to AuSable in 1974 and he involved himself with politics and concerns of the township. He served as zoning administrator once and also as Deputy Supervisor. He really has the best interest of the township at heart and feels Ron Gaskell would make a good Superintendent because he knows the area, the people, the zoning ordinances and he has served as Deputy Supervisor. He should be given great consideration for the position. CONSENT AGENDA: Motion by Beliveau, seconded by Schweickert to approve the 08/16/04 Township Board minutes; accept the 07/28/04 Planning Commission minutes; authorize payment of the General, Water and Sewer Fund bills. Roll call, all yes, motion carried. UNFINISHED BUSINESS (*- nothing new to report) HOUSING STANDARDS/PROPERTY MAINTENANCE * RETURNED PROPERTY * SEWER-IPP ORDINANCE * 2. FINISH LINE PARK: Motion by Gary, seconded by Poland to authorize the Supervisor to write the DNR for a six (6) month extension for Finish Line Park. All in favor, motion carried. COST SAVINGS ALTERNATIVES * DISSOLUTION OF INDUSTRIAL DEVELOPMENT CORPORATION: Information only. Agreement to be checked and brought back to a future meeting. EMERGENCY SERVICES COST RECOVERY ORDINANCE * HOBART PROPERTY SPLIT * BUDGET: Supervisor Lamrock says he has been working on the budget changes. The Library cost from Oscoda went down this year so we're about 6 or 7,000.00 closer to balancing our budget. SUPERINTENDENT SEARCH COMMITTEE: Motion by Beliveau, seconded by Barnes to invite the three candidates (David Ploof, Ron Gaskell and Sandra Wilson) to the September 20th meeting for a question/answer session. All in favor, motion carried. NEW BUSINESS CORRESPONDENCE-WDC: A thank you letter was received by AuSable Township for the resolution supporting the WDC's continued efforts in requesting the Air Force Real Property Agency extend the WDC's Caretaker Cooperative Agreement Contract beyond the June 30, 2004 date. WALK PATH MAINTENANCE: Paul Blumenfeld explained that the Senior Citizen's are having their parking lot seal coated and was wondering if the township wanted to have the walking path done at the same time. It's a 2000 foot walking path and he got a $780.00 quote but intends on getting more. The Supervisor said we would definitely be interested. Paul will get more quotes and keep us informed. BOARD COMMENTS: Poland: Questioned whether we've heard anything on the permit and sidewalk problem. Schweickert: Read a letter from Mr. Richard Hartford complimenting Cal Taylor and Pat Wagnor for their work on the water line break in July. Lamrock: MDOT was selected to receive the grant money to do the bridge renovations and improvements. He commented also that we had our first bout with vandalism at the Children's Park. The public drinking fountain was destroyed. 3. Gary: Sunset was paved and they did a nice job. Kopko: Informed everyone that Dave Mullen passed away today. He was a former zoning administrator for AuSable Township. PUBLIC COMMENTS: Janice Baldwin: asked if the turning lane on US-23 was going to be completed this year. Lamrock said he was informed that it was. She also suggested that an anonymous vote be taken for Superintendent so no one would have hard feelings, but was informed that by law you can't do that. Larry Baldwin: commented that the dumpster arrangements seem to be working fine. SPECIAL MEETING: A special meeting was set for September 27th at 7:00 P.M. to hold another budget session and also for the superintendent selection process.
