01-20-04 Regular Meeting Charter Township of AuSable Meeting called to order at 7:00 P.M. by Supervisor Lamrock. PRESENT: Beliveau, Poland, Lamrock, Kopko, Barnes, Gary ABSENT: Schweickert OTHERS PRESENT: Mr. & Mrs. Baldwin, Mr. & Mrs. Svoboda, township residents; several high school students; Susan Gilliam, Deputy Clerk. PRESS COVERAGE: Holly Nelson Pledge of Allegiance recited. MEETING AGENDA: Motion by Gary, seconded by Barnes to adopt meeting agenda. All in favor. Motion carried. PUBLIC COMMENT: Mr. Baldwin asked if the township had purchased a trailer for recycling. Supervisor Lamrock answered that bins have been arranged and the township already has a trailer, which will be used for the first few months to see what is needed. CONSENT AGENDA: Motion by Gary, seconded by Barnes to approve the consent agenda with the amended General Fund Bills totaling $6,234.20. Roll call, all yeas. Motion carried. UNFINISHED BUSINESS (*= nothing new to report) HOUSING STANDARDS/PROPERTY MAINTENANCE: Motion by Kopko, seconded by Barnes to authorize hiring the township attorney, Mr. Eppert, to draft ordinances regarding blight, housing standards/property maintenance with the cost not to exceed $1000.00. RETURNED PROPERTY* SEWER - IPP ORDINANCE* FINISH LINE PARK* COST SAVING ALTERNATIVES* FUTURE LAND USE PLAN* INDUSTRIAL DEVELOPMENT CORPORATION* NEW BUSINESS BOARD OF REVIEW TRAINING: Motion by Kopko, seconded by Poland to authorize sending members of the Board of Review along with the Assessor to the annual training to be held in Grayling and cover the cost of registration and reimburse for mileage and meals. Roll call, all yeas. Motion carried. AUSABLE TOWNSHIP RESOLUTION TO ADOPT STEAMER USE POLICY AND ASSOCIATED CHARGES: Motion by Lamrock, seconded by Barnes to adopt the resolution to read as follows: The township steamer, used to thaw frozen service lines, shall be operated by AuSable Township employees only in AuSable Township and only after such time as requested by the property owner, in writing. Property owners need to be made aware that the township will not be liable for any damages and that use of the steamer is undertaken at their own risk. No guarantee of performance is offered and none should be construed. Charge for the service will be a flat rate of $85 per hour during normal working hours, after hours use will cost an additional $15.00 per hour ($100.00 total), with NO EXCEPTIONS. All customers must pay for the first hour in advance. Minimum charge of one hour. Time to begin when service personnel show on site, all time will be billed in 1/4 hour increments thereafter. The steamer will be offered on a first-come first-serve basis when personnel become available to operate the machine. Township work takes priority in ALL instances. Roll call, all yeas. Motion carried. BOARD COMMENT: Water accountability was discussed with Supervisor Lamrock stating that a consultant may be needed to address the situation.
