09/16/02 Regular Meeting Charter Township of AuSable Meeting called to order at 7:00 P.M. by Supervisor Lamrock. PRESENT: .Lamrock, Schweickert, Kopko, Gary, Gaskell, Barnes and Beliveau. ABSENT: None Pledge of Allegiance recited. MEETING AGENDA: Motion by Lamrock, seconded by Schweickert to approve the meeting agenda with the addition of New Horizons Lawn and Landscape bid under NPP Beautification/Landscaping Bids and MDOT Parade Resolution under New Business. All in favor, motion carried. PUBLIC COMMENTS: Our State Representative, Dale Sheltrown, attended the meeting and asked for our support in the November election. CONSENT AGENDA: Minutes-Twp. Board 09/03/02, Parks & Rec. 06/04/02, Condemnation Comm. 08/22/02 Reports-August - Condemnation, Police, Water & Sewer, Zoning Bills-General, Water, Sewer Correspondence-None Motion by Gary, seconded by Gaskell to approve the consent agenda including approval of condemnation report dated September 13th, 2002. Roll call, all yes, motion carried. UNFINISHED BUSINESS (*- nothing new to report) WATER RATE CHANGE/ORDINANCE * HOUSING STANDARDS/PROPERTY MAINTENANCE ORDINANCE * ROAD POLICY * RETIREMENT PLAN * CHAMBER REQUEST * MASTER PLAN AGREEMENT * NPP BEAUTIFICATION/LANDSCAPING BIDS - UPDATE: Supervisor Lamrock informs us that we were granted the extension for one year. 2. New Horizons Lawn and Landscaping did not include flowers in their bid, so it was decided that we would go with Rogers Nursery. Motion by Gaskell, seconded by Kopko to hire Rogers Nursery as planned. Roll call: Gary and Schweickert NO, Barnes, Gaskell, Beliveau, Kopko and Lamrock YES, motion carried. NEW BUSINESS BEAUTIFICATION AWARDS: Beautification awards were given to Eric and Barbara Spanding of 517 Chester and Lawrence and Janice Baldwin at 4780 Johnson Road. Michael Cupp of 3765 N. US 23 was not able to attend the meeting but will drop by in two or three days to receive his award. Martie Lorenz was present to accept the business award that went to Huron Bed and Breakfast of 3124 N. US 23. TRUTH IN TAXATION PUBLIC HEARING: Motion by Lamrock seconded by Beliveau to suspend the meeting and open the public hearing. Roll call, all yes, motion carried. There was discussion on this matter with no one opposing the increase. Paul Darner asked about 2003 expenditures and if we had any substantial increases in our budget. He said he thought the board was doing a good job. Larry and Jan Baldwin said that they have been attending the meetings for quite some time and they can see we are spending money wisely. Everyone was allotted ample time for questions and answers. Motion by Lamrock, seconded by Gary to close the hearing and reopen the regular meeting. Roll call, all yes, motion carried. Motion by Lamrock, seconded by Schweickert to Levy 5.1961 Mills for AuSable Township and of that is .5 for Fire Mills for AuSable Township for 2003. Roll call, all yes, motion carried. Motion by Kopko, seconded by Gary to eliminate the 1% administrative fee on the 2002 taxes but collect the 3% late fee after February 14th. Roll call, all yes, motion carried. TREASURER - TRANSFER OF FUNDS: Motion by Kopko, seconded by Gary authorizing the transfer of funds from our Water Fund from National City Bank over to Independent Bank for the ability to set up a system so that customers can pay automatically out of their checking accounts. This would allow the treasurer to do payroll also. Roll call, all yes, motion carried. MDOT PARADE RESOLUTION: Motion by Lamrock, seconded by Beliveau to adopt the MDOT Resolution so the school can hold their homecoming parade on October 4th. Roll call, all yes, motion carried. 3. BUDGET WORK SESSION: Motion by Kopko, seconded by Barnes to hold a special work session on the budget September 30, 2002 at 7:00 P.M. All in favor, motion carried. BOARD COMMENTS: Schweickert said she had been approached about writing a letter of recommendation for the Pow Wow Committee if the occasion arises. Was told she could. Beliveau asked why there is a "FOR SALE" sign in front of one of the NPP homes. Supervisor Lamrock said that he would ask Kathy Whitford about that. Kopko said that she is taking donations toward buying candy for the annual Halloween event held at the AmericInn Motel. PUBLIC COMMENTS: Larry Baldwin would like to thank the ladies from the Beautification Committee for nominating them for the award.
