May 1, 2000 Regular Meeting Charter Twp of AuSable Meeting called to order at 7:00 P.M. by Supervisor Lamrock. PRESENT: Lamrock, , Kopko, Gary, Beliveau, Wassmann & Burley. ABSENT: None. PRESS COVERAGE: Holly Nelson. Pledge of Allegiance recited. MEETING AGENDA: Motion by Lamrock, seconded by Gary to approve the meeting agenda with the addition of Parks and Recreation Report under Old Business. All in favor, motion carried. PUBLIC COMMENTS: None at this time. CONSENT AGENDA: Motion by Lamrock, seconded by Gary to approve the consent agenda (Twp minutes 04/17/00; Planning minutes 03/22/00; OWAA 03/16/00; HSRUA 04/03/00; Reports if any; General Water & Sewer Fund bills). Roll call: Burley & Wassmann NO on CHECK #17573 in Gen. Fund and YES on everything else; Gary, Beliveau, Kopko, and Lamrock YES, motion carried. UNFINISHED BUSINESS ( * = nothing new to report ) BAYOU STREET: Fred Timlick, Manager of Iosco County Road Commission, presented a copy of the plat containing Bayou Street and explained the process of upgrading a road to county certified specifications. He also explained that in the absence of language on a plat specifying the road is private, then it is assumed to be public. It is determined by the county that Bayou Street is a public road and basically it's up to the township as to whether they will bring it up to county specifications. Motion by Gary, seconded by Beliveau to have the Public Works Committee draft a road policy and return it to the board. All in favor, Wassmann NO; all other members YES; Supervisor Lamrock called for a Roll call vote: Wassmann and Burley NO; Beliveau, Gary, Kopko, and Lamrock YES; motion carried. OHS WATER/SEWER * BICYCLE PATH * ORDINANCE NO. 81 (Sewer Rate Ordinance amending Ordinance No. 56 ) Motion by Lamrock, seconded by Beliveau to accept the reading of Ordinance No. 81 in it's entirety and publish in the Oscoda Press. Roll call, all YES, motion carried. NEMCSA NEIGHBORHOOD REVITALIZATION PROPOSAL * SPECIAL VOTED MILLAGE (POLICE) - BALLOT LANGUAGE: Bob Wassmann motioned to include the words "from the Charter Township of Oscoda" in the police millage proposal but no one seconded the motion. Kevin Beliveau made an alternate motion, and Matt Gary seconded to accept the following proposal as written for the August Primary: PROPOSAL FOR SPECIAL VOTED MILLAGE FOR THE PURPOSES OF PROVIDING FUNDING FOR POLICE PROTECTION Should the CHARTER TOWNSHIP OF AUSABLE be allowed to levy up to 1.5 mills, on all taxable real and tangible personal property within said township, for the purpose of providing funding for police protection for the CHARTER TOWNSHIP OF AUSABLE. Such a levy will be $1.50 dollars per $1,000.00 of taxable value, and raise $100,083.00 this year for such purposes. This levy will be for five years beginning in the year 2000. WATER LOSS - UPDATE: Supervisor Lamrock reports that he has preliminary numbes from Earthtech and for the month of April we are at 44% water loss, which is still pretty high, but we didn't find most of the leaks until midway through the month. He said he has hired M.E. Simpson from Valparaiso, Indiana to do the leak detection survey at a cost of $3,000.00 for the first ten (10) miles and $300.00 per mile after that. They will stop at our $5,000.00 limit if need be. They plan on arriving on May 15th. WATER LOSS AUSABLE POINT ROAD (Liddell/Cummins Services): Motion by Lamrock, seconded by Schwiekert to pass the bill on to the customer for the water loss incurred by the township for the Liddell/Cummins services. Roll call: Wassmann, Gary, Beliveau and Burley NO; Kopko, Schweickert and Lamrock YES; motion defeated. BALDWIN TOWNSHIP WATER CONNECTION-REVIEW RECOMMENDATION & DEBATE: Motion by Wassman, seconded by Burley to have our rate advisor, Tom Traciak, establish a rate and whatever figures and facts are necessary and return to the Township Board. All in favor, motion carried. PLANNING/ZONING CLASS * WEBSITE * HOUSING STANDARDS ORDINANCE * SIDE LOT - UPDATE: Motion by Kopko, seconded by Wassmann to advertise for bids in the Oscoda Press for parking lot extension (asphalting) on the south side of the Township Hall. All in favor, motion carried. SENIOR CENTER MILLAGE * PARKS AND RECREATION REPORT AND ACTIVITY: Matt Gary reports that the Parks and Recreation Committee met on April 24th, and are recommending to the Township Board that we move to acquire the Myles property along Finish Line Park. Motion by Gary, seconded by Wassmann that the Township Board authorize the Parks and Recreation Committee to apply for the appropriate grants to acquire the Myles property. Roll call, all yes, motion carried. NEW BUSINESS ORDINANCE NO. 80 (Ordinance to amend Ordinance No. 74): Motion by Beliveau, seconded by Kopko to approve Ordinance No. 80 with amendments to Ordinance No. 74 as approved and recommended by the AuSable Township Planning Commission. Roll call, all yes, motion carried. Amendments to Ordinance No. 74 are as follows: Section 12.02B. Remove: #12. Motels and Hotels and 13. Bed and Breakfasts. Section 12.02C. Add: #10. Motels and Hotels. And #11. Bed and Breakfasts. Section 12.03B. Remove: #7. Hotels and Motels. Section 12.03C. Add: #5. Hotels and Motels. Section 22.10B. Add: #11. Community Event Signs as approved by the Township Board or it's authorized agent. RAPANOS MOTEL PROJECT: Motion by Beliveau, seconded by Schweickert to authorize Supervisor Lamrock to formalize an agreement between the township and Mr. Rapanos and Bartow and King if necessary, to move the project along. Roll call, all yes, motion carried. LOCAL VOTES RESOLUTION: Motion by Wassmann, seconded by Burley to postpone any action on the "Local Votes Resolution" until MTA acts favorably on the issue. All in favor, motion carried. BOARD COMMENTS: Matt Gary announced there will be a Parks and Recreation Committee meeting on May 8th, at 6:00 P.M.
