(1) March 20, 2000 Regular Meeting Charter Twp. of AuSable Meeting called to order at 7:00 P.M. by Supervisor Lamrock. PRESENT: Lamrock, Schweickert, Kopko, Beliveau, Gary, Wassmann & Burley. ABSENT: None. PRESS COVERAGE: Holly Nelson. Pledge of Allegiance recited. MEETING AGENDA: Motion by Burley, seconded by Gary to accept the meeting agenda with addition of Dale Burley/Bob Wassmann plan for police budget. All in favor, motion carried. PUBLIC COMMENTS: None. CONSENT AGENDA (Twp. Minutes 3/6/00; Planning minutes 1/26/00 & 2/9/00; February Zoning Report; February Police Report; General, Water & Sewer Fund bills; Correspondence from County Clerk regarding Senior Millage): Motion by Gary, seconded by Kopko to approve the consent agenda with change to Water Fund bills showing Ck. #5585 Voided and replaced with Ck. #5587. Roll call: Burley NO on General Fund Check #17479 and YES on everything else; Wassmann, Gary, Beliveau, Kopko, Schweickert and Lamrock YES; motion carried. UNFINISHED BUSINESS ( * = nothing new to report) OHS WATER/SEWER * BICYCLE PATH * WATER/SEWER RATE CHANGE/ORDINANCE * NEMCSA PROPOSAL - UPDATE: Motion by Lamrock, seconded by Gary authorizing the Supervisor to send a notice of intent to MSHDA to initiate the Neighborhood Revitalization Program. Roll call: Burley NO; Beliveau, Wassmann, Gary, Kopko, Schweickert, Lamrock YES; Lotion carried. AUDIT-DON BRANNAN-STEPHENSON & GRACIK: Don Brannan reviewed the 1999 Audit for the Township Board and public in attendance. Motion by Burley, seconded by Wassmann to receive the 1999 Audit for study. All in favor, motion carried. (2) HOUSING MAINTENANCE ORDINANCE - UPDATE: Supervisor Lamrock gave everyone a copy of an ordinance from Dearborn regarding housing maintenance standards. No action taken, need time to review. EFFICIENCY STUDY - UPDATE: Supervisor Lamrock explained that Bob Wassmann met with him last week. Treasurer Kopko sat in on the meeting. They discussed what they would like, specifically, to gain from this study. He said he will be contacting Michigan Municipal League and Michigan State University to see if they will put together a formal written proposal with a price in front of us before our next meeting. SPECIAL VOTED MILLAGE - POLICE - OSCODA TWP. RESPONSE: Supervisor Lamrock introduced the letter he sent to Bob Stalker and the letter of Oscoda's response. Also introduced, was the Dale Burley/Bob Wassmann proposal for the Police Budget. Received for review. No action taken. WATER LOSS - UPDATE: Supervisor Lamrock explained that the Huron Shores Regional Utility Authority authorized work to be done on the master meters. Two were completed today and are working accurately. Work on the rest is in progress. BALDWIN TOWNSHIP WATER CONNECTION - UPDATE: Supervisor Lamrock informs us that it appears we can allow Baldwin Township to connect to our system without creating a negative impact on our own customers. He has asked Baldwin Township to submit a proposal for our review. LETTER OF SUPPORT-FIRST RESPONDERS: Motion by Wassmann, seconded by Burley that the Supervisor send a letter of support on behalf of AuSable Township toward the Oscoda Area First Responders applying for a $20,000.00 grant to fund one-half of a new rescue vehicle. All in favor, motion carried. PLANNING/ZONING PROPOSAL: Motion by Wassmann, seconded by Burley that AuSable Township sponsor a planning and zoning class and hire Mark Eidelson to instruct that class. Roll call, all yes, motion carried. IOSCO COUNTY EQUALIZATION CONTRACT: Contract presented. No action taken. ZBA APPOINTMENT: Motion by Burley, seconded by Wassmann to appoint Buck Derocher for a three year term on the AuSable Township Zoning Board of Appeals. All in favor, motion carried. BOARD COMMENTS: Matt Gary proposed putting agenda and other information on a web site for convenience and benefit of board members and the public. Motion by Gary, seconded by Wassmann that the Supervisor look into this issue and bring back the particulars to the board. All in favor, motion carried. (3) PUBLIC COMMENTS: Larry Baldwin asked about having speed limit signs placed at both ends of Johnson Road. Supervisor will check into this and get back to him.
